When I first picked up this cape it was hanging in the dress section at a second hand store. I thought it was a skirt. When I got into the fitting room I couldn't figure out how to put it on, as there are no zippers or buttons. After much pulling and tugging I finally figured out it was supposed to be worn as a cape.
